Fire and Rescue NSW Multicultural Toolkit
The CLEAR Model in Practice

The CLEAR model proposes foundational principles that should be taken into account to test whether an approach is culturally appropriate. These key considerations can be scaled, and applied across various agency contexts, and in both emergency and disaster risk reduction. Principles should translate into actionable items. We propose that an understanding of the CLEAR principles can inform organisational protocols - Train, Localise and Connect.

 

The protocols are actionable, and target the organisational, managerial and operational levels across the existing functions of the organisation. This understanding of the importance of both the individual and organisational roles is the foundation of our proposed CLEAR TLC framework for cultural competence in emergency services.
